I think that because the US has had so many waves of immigration it is a socially unstable country, always being changed by new arrivals. Absent an effort to teach new generations its principles and structures it has become even less stable. Ironically, immigrants who want to become citizens get an education in what this country is supposed to mean and how it is supposed to work that the schools don't teach. You're right that perpetuating a culture takes constant effort, effort that the US is not putting in.
